OACAS is pleased to release the 2025 2SLGBTQ+ Organizational Self-Assessment Report, accompanied by the Executive Summary and SOGIE Pathways Guide, available in both English and French.
Together, these resources provide a province-wide overview of the current state of inclusion, affirmation, and equity for 2SLGBTQ+ children, youth, families, and staff within Ontario’s child welfare sector. They highlight both meaningful progress in recent years and ongoing opportunities to strengthen consistency, accountability, and affirming practice across the system.

About the Assessment
The 2025 assessment builds on the first-of-its-kind study conducted in 2021, providing an updated, system-wide view of policies, practices, organizational culture, and service delivery related to sexual orientation, gender identity, and expression (SOGIE).
Informed by nearly 800 staff responses across children’s aid societies and Indigenous child and family well-being agencies—and grounded in youth lived experience—it is intended to support system-wide learning, planning, and continuous improvement.
